Resonance stems not dropping (Destiny)

Yeah, I believe this is exactly right. They don't seem to drop for my alts outside of Mars, as they haven't finished the campaign.

I didn’t think they dropped at all outside of Mars. Did I miss something?

I've had a distinct and repeated feeling of puzzlement at having them drop in places I feel they shouldn't. Maybe it's just me.
