Yeah, it's not a good "error" message.
I believe it means you haven't linked a Destiny guardian yet.

That was my guess too, but ‘Account’ seems like a very different thing from a character… I've linked my PSN and XBL accounts to Bungie.net, so surely this means they have all the info they need to poll whether or not I have any Destiny characters? In any case it's a pretty confusing error message.
