In the Crucible they would do the same damage regardless of the level of the one you were shooting. In the Iron Banner or the main game the higher attack rating the more damage they would do, all things being equal. The other thing is that a low Impact and high fire rate can still do good damage (I'm looking at you, Sahara); Impact is the damage per bullet fired.
