A minor counterpoint to this:

. . . Having a hood won't protect you from anything but the sun and maybe the rain so it's completely superfluous with a helmet.

I think you're missing one very important aspect of what a hood can protect you from -- being seen/recognized. One of the main reasons I will be rolling Hunter primarily is the stealthy theme. Even with a helmet on, a hood can help you seem more mysterious and unrecognizable. I personally don't think a hood over a helmet looks silly, but I also have no issue with the fact that you do -- so I guess having that option would be cool.
