Right. Presumably, new Legendary armor you buy from tower vendors will allow you to proceed straight to 30 after The Dark Below is out. Legendary armor + an Exotic might get you to 31 and Raid armor will get you all the way to 32. Obviously, it'll take time to upgrade the new armor but it shouldn't be as hard or as RNG-y to get to higher levels.
