I kind of felt like the only reason Rasputin is even mentioned is because they had to find a reason to use the RAS-2 bunker geometry. His brief little involvement with the Dark Below story feels completely disconnected from his brief involvement in the rest of the game (broadcasting himself to other planets, etc etc).
