Here's how he did it:

3 Warlocks, each run the raid. Delete two, and re-level to 20, and run the raid again. Repeat.

See Bungie? No matter what you do, people will try to find ways around it.

A. How does that even work.
B. Is there some incentive for deleting a character?
C. How much time was wasted to achieve that!
D. Why Warlocks...
E. Is there an insta-everything shortcut that I'm missing here?
F. I think Bungie wanted us to hit 32. It might be even more, come the Wolves.
