I'm a way, not having tracking is good. It lets you place your AOE bubble exactly where you want it, instead of wherever the enemy is when the rocket catches up to it.

3 rounds in the tube helps. I'm thinking it is more about covering an area in fire rather than single point high damage. Might be useful in crucible to block off doors and areas while still having a big initial explosion. Kinda like combining solar grenades with explosive grenades.
