Bait and switch (Destiny)

I had the same expectation, that each Expansion would come with a Raid. I'm pretty sure everyone did.

It seems to me that even Bungie thought this at one point. Saying that they didn't make the decision (not to have a raid in this one) lightly indicates that there was in fact a decision, and probably one they didn't go in expecting to make.
