Even when fully charged to level 3, Im still seeing 3000-ish damage. I've been operating under the assumption that it's a blast radius increase?

Might have been a yellow ebemy though. Do they take reduced damage?

Yes, yellow-bar enemies take less damage from any given attack than the normal red-bar equivalents.
