It's a physics quirk that probably has to do with the way a dropping Warlock's melee lunge can sort of shove you into the ground, and it sends your character flying. Not sure how to explain it, but it's the save way that a Cabal sends you flying when they do an overhead smash. Maybe the slope of the ground affects it, but I've found that it can swing both ways for some reason:

You can do it to PvE enemies often enough (which causes them to kick into a scurrying animation), and I sometimes tried to do it to push defenders out of their bubbles, but it never worked quite right. I've also never had this happen as a Titan or Hunter, so there's that...
