There are two kinds of guardians in Destiny: those that know how to jump, and Warlocks.
No, it doesn't. And I think it's a testament to Bungie's design that the community is rather split along these sorts of lines. If there truly was a best, the community at large wouldn't be split nearly so perfectly.
