Are people with full bounty slots just screwed if the Elder Cipher would have otherwise dropped?

Bungie said they fixed that 2 months ago. It seems to have gone under most players' radar, though, because I still hear this advice pretty frequently.

Or does it show up in the mail?

Not sure, but I would guess so. Either that or Variks.
