A couple of thoughts on that (Destiny)

1. TTK has been in development, at least in part, for longer than PoE. To make additions to TTK based on PoE may be too much.
2. Bungie wanted to focus on story, and expanding other portions of the game.
3. Even if not for the first two, it's likely that the success (or lack of) PoE wouldn't have been known until the scope of TTK was basically set in stone.

Assuming PoE isn't something they let die, I wouldn't expect major PoE (or similar combat) until year two expansion 1.

Yea, it's true that TTK was probably hitting feature lock around or before the release of HoW. I hope they've take the feedback about what worked and what didn't in POE and applied it to other pieces of endgame content.
