Signature perk: Black Heart (or Two of Hearts)
This weapon does much more damage (double?) with body shots.
(that takes away some incentive for skill but it would be great for minotaurs, high-level shanks, servitors in co-op, and certain bosses)

Part of what makes Rocket Launchers and Fusion Rifles so good is that they cannot get critical hits, which means they do not lose effectiveness on shields or enemies with no weak spot, like Minotaurs. This is why Fusion Rifles are really good for dropping shields, but struggle more when you get through them.

I feel like such a weapon would negate that fundamental advantage.

Well in this hypothetical scenario it's an exotic, and exotics have broken the game worse than that before.
