Bug? I've got No Legendary Marks (calling Slycrel & Vortech) (Destiny)

You must be level 40 to get marks. Were you under 40 when you completed them?

I was probably level 39... so, I just missed out on 25 (maybe more?) Legendary Marks because I was level 39 when I did that. >:-I Dumb.
