I finally turned the corner on this at this point the other day. While, through the miracle of apologetics, we can say that's it's there to create a sense of rarity or prestige for the old players, as like a reward or something for playing so long, I don't think that's the case. This does seem manipulative.

Hence, I ain't buying none of em.

But that is dumb, because then new players don't get to experience your full game.

Destiny should always be adding and never taking away.
