What are the chances this is just Microsoft trying to build some goodwill with the public and be seen as the good guys for once?

As narcogen said, this seems to be a benefit for Microsoft more than anyone else. Especially where Rocket League is concerned. Despite selling nearly a million copies on Xbox One, if you try to find a match in the middle of a weekday it's like a ghost town. So MS gets the benefit of getting population for its players, but they also get to say they've done what they could to allow cross play if Sony doesn't play ball. I don't honestly think that matters much, but I feel like they're probably in s position to take whatever goodwill they can find.
