Sounds to me it's more a situation of "Hey we have this happening in a prototype, but we aren't really sure if we like it yet. So let's not do a halo 2 and talk about things that end up not working."

Honestly, from everything I've heard about Halo 2 development, seems like that demo was supposed to sell themselves on the idea just as much as fans.
