It's been that way for a while, sadly. Bungie probably thought it would be too easy to farm.

Not true, 3oC works with Heroic strikes, I just got one this week. With PvE though it is important to realize the way that 3oC seems to work. It potentially turns legendary engrams into exotic from an Ultra kill. If it's less likely to drop a legendary engram, it's less likely to drop an exotic with a 3oC.
