Lock behind the DLC (Destiny)

The reporting of the prestige raid now being unplayable if you don’t buy the DLC is gaining traction.

I am honestly asking this because I can’t see a reason, but what legitimate reason would there to do this? From where I’m standing it’s a straight up dick move.

Why can’t all the requirements stay the same for those who don’t buy the DLC? Is it that hard to not change it? Is the issue with DLC and non DLC people playing together? Either don’t let them play together, or have the activity level be set by the fire team leader. Why is that hard?

I’m genuinely curious as to why this had to be done. Dark Below didn’t lock you out of Hard mode VoG.
