I’ve seen at least two that say the community needs incentives (mainly in the form of Bungie sanctioned tournaments with cash prizes).

So… the actual game lacks intrinsic motivation for them to play? I mean… I typically do the exact opposite. I PAY MONEY to play a game!

The community should just organize tournaments on their own if that's what they want. There is nothing stopping them. The game has private matches.
