As long as you have an HDTV (which is required for a PS4 / XBOX One) it will work just fine.

Hopefully there's someone out there reading this who has both an HDTV that doesn't support HDMI, and a 480-line TV which does.

That would be nobody, since SDTVs are analog, and HDMI is a digital signal. Part of the HDMI spec was designed around keeping the signal digital for copy protection purposes, so you won't see an SDTV that converts HDMI to analog for display.

If there ARE such TVs, let me know as it would be very fascinating.
