A firefight in a downpour would really hit the spot; especially in an urban setting. Lighting would be icing on the cake. I'm sure some spooky Hive-themed areas could use it.

This. I've wanted real rain in a Bungie game since we got the ODST trailer's downpour, followed by the shipping game's drizzle.
I shared that disappointment. We did get a little closer to a downpour near the end of the Pillar of Autumn in Reach.
