Heh - I'm pretty sure that every single run I've done with randoms has included at least one guy trying the walker 'cheese' offering and getting blasted by the walker's laser gun. It's a near-guarantee. ;) (There's also a Captain-led group of Fallen that spawns just to the right of the building - so right in front of the entrance - who will kick your ass if you're scoped in and not paying attention there.)

Not the building when you enter that area. Standing on top of it will trigger the capitan and vandal to spawn. He means stopping as soon as you enter the area and sniping from there, particularly with ice breaker. The Devil Walker will not shoot back there and nothing spawns.

Alternatively, you can turn left as soon as you enter the area and jump on top of the low building with the solar panels on top. As long as you stay behind the air conditioning units on the roof he will not shoot back there. You can kill him and everything else without a single shot fired at you.
