Leveling speed difference...? (Destiny)

Someone just tweeted at me that Upgraded Old Exotics level up faster than New purchased Exotics.

Is this true? If so; by how much? Why? Do the Upgraded Old start out at some higher upgrade-state?

At work now, so I haven't actually tested any of this; can anyone shed some actually light?

This wouldn't make any sense. I think they are mistaken. If it were true, there would be two versions of each exotic in the database, one with a lower experience required, and one with a higher experience required. Unless they are somehow giving you a hidden buff, I don't know how it could be true.
