I'm curious about this as well. I'd like to imagine a world where there's no level increase for HoW content, but I doubt that's actually the case. So either there's some sort of light upgrade mechanic available, or Bungie's imagining that the Dark Below raid armor perks are so useful for the Crota's End raid that people will keep it for that.

Speaking for myself, I can't wait to ditch the Crota armor--I hate the way it looks. With Deathsinger's Mantle especially, my warlock looks like a goth Liberace.*

*not that there's anything wrong with that.
