I have only gotten the one near the outpost and that one is tough to get 3.

The one next to the Archer's Line entrance.

We killed the Fallen by the far back comm tower, looked for then found the chest, and were still able to get three grabs out of it. Safe to assume that someone who is close enough the moment it spawns can grab it four times if they're quick with it.
