Probably not, but maybe. I have no idea how various color schemes impact memory usage, but it may be a consideration of keeping us from having that much control over each piece.

That being said, shaders work with the whole RNG investment system of Destiny. People care about aesthetics the more they are invested in the game. If you have to keep playing tons of hours to get one that works for you, you'll be populating playlists and keeping Destiny alive that much longer. I don't like it, but I get it.

It's probably not a prev gen thing. If the game can display a color, then it can display that color and you just tell it to "put that color here" sort of. I'm assuming the colors are all done by modifying a base layer and then drawing reflection, texture, shading on top of that. They *could* be rendering each object totally independently, but then every time you added a shader you'd have to re-create the art for every single item in the game, and every time you created an item you'd have to render it with every possible shader. That would be very, very inefficient in terms of memory usage (but I guess nicer to the GPU in terms of the math it needs to do to draw textures).
