Facts and Puzzling things about Destiny's lore... (Destiny)

Specifically the Rasputin Strike.
The new strikes have scannable items that cause Ghost to reveal a little comment or lore tidbit. In the new shank strike there are a series of four terminals that indicate that Rasputin was awakened by someone, and that the same set of eyes have been used to access his bunker over the course of a hundred years.

Furthermore, there has been testing of fallen weaponry. Which leads into the next observation: there are large areas in the bunker that look like stations for Human testing and operations, but unlike the Cosmodrome proper, which is littered with human remains, there isn't so much as a stray scrap of cloth in the bunker. I realize that as a fully functioning Warmind Rasputin didn't need human operators, but I can't imagine that the center of Sol's defensive operations would be completely unmanned, especially given it looks like there was routine weapons testing and development going on along with command and control. Yet there is nothing inside to indicate anyone lived there.

Compare to the Archives of the Ishtar collective, which did have remains inside the sealed Vault.

There is no damage to indicate the bunker is compromised, no lore to indicate that Rasputin took any damage, he "formatted morality for midnight exigent" and entered extended shutdown.

So where are all the people? Did they abandon the bunker for the wild? That seems amazingly foolish. I don't think they would have evacuated, given the massive pileup outside the Cosmodrome they wouldn't abandon their posts before getting all the civilians out.

If Rasputin went all HAL on them I would assume we would see some corpses a la the Red Queen from the Resident Evil series. They had to be there some time post collapse to test the fallen weaponry. So where did they go?
