If Rasputin went all HAL on them I would assume we would see some corpses a la the Red Queen from the Resident Evil series. They had to be there some time post collapse to test the fallen weaponry. So where did they go?

Well, if Rasputin is live then he can do maid service and tidy up... the Ishtar Collective vault was sealed and shut down, so no superRoombas to clean up the mess afterward.
