Not sure, but it's not working at this point for me (two different characters).

Did you meet the requirements? I gather that if you've done the required things you can get the rewards. If you haven't, then you can't.

Oh. Maybe not. (I don't know what the requirements are right now, nor whether I've met them; I'm no longer logged in.)
