They're things like hitting 500 gates and junk. You need to have completed the challenges to get the gear from hitting them.

Yeah, I understand that. I simply don't have any way of knowing whether I've met them (or what they are, specifically, aside from 'and junk') without logging in again, something I can't do right now. So it's POSSIBLE they've fixed the problem, or it's possible that I just haven't played enough to meet the requirements. No easy way to tell.

If you've met the requirements, the box next to the item in the book will be green, even if the thing says "0/100 completed". If it's still an empty gray box, run a few more races. :P

A whole bunch were green. Nothing happened when I clicked on the circles, though.

Check your Postmaster? Same thing happened to me at first.

I just confirmed that it works seconds ago.

Also, if you have met some requirements, there will be an exclamation point on the bottom right of the Record Book icon when you open Tess's shop. Go through the boxes again,
