It's a basic MMO strategy -- give people something to do until th enew content comes out. Sometimes that is an artificial limit on progression. This is why you can't run king's fall more than once a week for loot for example.

Also why you aren't given everything you could receive from a raid by doing it once... Gates are there for a reason.
