I'm actually a bit surprised (Destiny)
How so? Someone that picked up the game last week and just hit level 40 and did the raid sitting at light 285 or whatever is in the same position as the hypothetical person in your situation that only ran the raid once, while current high level players are the folks that would run the raid multiple times a week. But that's not "unfair." I'm not necessarily against the weekly reset and limiting drops, but I'm not convinced that fairness or balance really plays a significant role in the actual reason for it. While I can't back it up, I think Cody is closer to the truth. I'm not bitter about it or anything, I just think it's probably true.
I was thinking about a few different concepts, and I guess I didn't explain them well.
I was agreeing with Cody while adding some qualifiers. He said, "It's all about keeping you from progressing." I totally agree with that. Certainly Bungie is certainly trying to gate rewards, and there is nothing inherently wrong with that. One of the reasons is to contain these economies and currencies. They are still economies whether there is player-to-player trading or not.
The main sticking point is that once a player gets something, Bungie can't take it away. So they started out with progression being extremely slow. It was very hard to get things and to level them up. Over time people found certain loopholes that allowed them to gather materials faster than other people, or faster than intended (think the Queen's Wrath breaking-down-legendaries). But at the same time, some of the "grind" was relieved especially since vanilla Destiny (think planetary materials, which were originally a huge timesink and now I never seem to need.)
Player-to-player fairness wasn't really what I was getting at. I was thinking of the concept of Bungie creating and designing an experience, and trying to estimate what the broad majority of the playerbase would be capable of based on their gear. Think about Halo 3 solo legendary: it was hard, but you could do it. Bungie knew exactly what gear you had, though. That kind of precision becomes increasingly more difficult when there aren't restraints on the equipment that players have.
Right now, to level up your stuff, you need other high-level stuff for infusion fodder. So Bungie has limited which activities drop rewards high enough to advance your character. This is what I was trying to say: if there was person A who ran 18 raids a week, they would have characters that were much more powerful than person B who ran raids rarely or never. Designing new content would be that much harder to plan, because the spread/delta between the highest-equipped player and the lowest-equipped would be much higher.
The other part is the incentive of rewards. If you have all the stuff, and you have it all the way leveled up, then why play anymore? You have no goal anymore. That's basic psychology.
And speaking to some of the other response, I do not get exotics very often. I run a lot of strikes with 3oC and rarely get exotic drops. I have 3 310 exotic weapons. Giving away like candy? Not in my experience. Maybe I get more candy than you people, though...
