This is all why cross-saves seems like the easier solution. I don't mind switching consoles to play with different groups of people--it'd just be nice if I didn't have to relevel on PS4. And with the Forsaken grind, there's no chance of that happening any time soon.
If you bring Xbox characters over to PS4, sure, you can use the exclusives (you still have to buy the game on the second platform after all), they just don't go with you when you go back to Xbox.
