I could see this being true unfortunately (Destiny)

There is one aspect of the game that you seem to be forgetting about.... The Crucible. Perhaps there are multiplayer maps set on a majority of these locations. We will be able to visit them, but they won't be even remotely close to the scale that we see in Single Player. If Deej said that there was only 1 area per planet, this is the best explanation I can come up with.

That's a reasonable assumption and would mitigate the disappointment somewhat.
