The DLC wasn't "on disc" (Destiny)
The issue lies in paying for it twice. If it was on the disc when you purchased it, you paid for it once at the point of sale. If you then have to pay another $20 to access it, you've now paid for that content twice.
Except the DLC content wasn't on your disc when you purchased it. When people glitched into the DLC areas, could you start and complete any missions? Did Eris start speaking to you about the mission objectives? Did you receive any rewards at the end?
The answer is no. The rooms were empty. When you buy the DLC, you aren't paying for empty rooms. You're paying for designed gameplay encounters with mission dialogue and music. And none of that was on the disc, you downloaded it in the big patch last week.
