The only pre DLC hand cannon that can one shot lvl 30 Goblins in the Vault is the Hawkmoon. That means you're using twice as much ammo on hard vs normal. It's possible if you don't get good ammo drops, but primary synth are super cheap.

Both my Fatebringer and Lord High Fixer one-shot lvl 30 goblins in the Vault. I assume Devil you Know would too since it's the same gun as the Lord High Fixer.

Fatebringer does not one shot unless the Goblin has been damaged by firefly. If it is full health, it won't one shot. Neither will lord high fixer. What perk does it have? Even Devil you Know with the bonus damage on kill won't one shot.

They have a little over 1700 hit points, and with the bonus damage perk DYK does about 1700 but leaves a sliver.

This was true at level 30.
