Interesting. If there is a threshold for how old the character needs to be, I wonder what it is? I've got 3 characters. I've had the newest one for just a couple of weeks, I think.

Doubt it. I got one package (also Time on Target) on the first character I logged-in as today (my alt), and nothing for my main that's been around since day 1.
