"Light Levels are gone in TTK"
I believe what they are saying is that the are no light level upgrade bubbles on the armor. Which is the same as Exile or Prison gear which starts at light level 42. I believe it signifies a desire for players to be able to use new gear they find/acquire right away. It's not fun to feel weaker for a while.
