The new Kiosks will show all Shaders abd Emblems including those you don't have.

If Tess is being repurposed I would imagine the kiosks will serve that function now. Which means being able to see the previously-hidden unavailable items.

Sorry to be dense. The only purpose I see in showing legacy ones that can't be obtained is so people have a way of knowing what they mean when they see them.
