BWU is up, and weapon balance changes! (Destiny)

I'm trying to understand their logic here. They give out an overpowered shotgun through a quest, and an overpowered pulse rifle through Iron Banner, then say that they need to nerf all of the shotguns and pulse rifles because they're overpowered. Why not just go after the 3 or 4 weapons that are dominating?
