Yes, they will carry over. They are stored on Bungie.net and are not tied to a specific destiny game.
This is why it's bullshit that your guardian is not platform agnostic. I understand Xbox and PS4 people not being able to play a raid together, but having to keep two sets of guardians is madness. I am going to assume this is because of PS exclusive stuff and not being able to work out how to deal with that. They should ditch exclusivity with content, and just let us log in with our guardian on whatever platform we pick.
