Yes, they will carry over. They are stored on Bungie.net and are not tied to a specific destiny game.
This is why it's bullshit that your guardian is not platform agnostic. I am going to assume this is because of PS exclusive stuff and not being able to work out how to deal with that. They should ditch exclusivity with content, and just let us log in with our guardian on whatever platform we pick.
Bungie (DeeJ, if I remember correctly) all but explicitly said that it was Sony and Microsoft holding that feature back.
