You’re not wrong. The way it’s presented in game does make it feel like you are required to do Wanted bounties.
While I won't tell you that you were wrong for being confused, I will note that when I personally got to the bounty page I had initial confusion but was able to ascertain within seconds that the free bounties were the ones to advance the story.
