It might be... but not from this. You could probably get similar results from Fist of Havoc + Aftermath or Nova Bomb + Vortex + that Voidwalker helmet.

Aftermath/Vortex don't do nearly enough damage and enemies tend to move out of those effects very quickly. Obsidian Mind can definitely generate a full super, but not with that few enemies (it needs 8-9 at once for a full refresh, iirc).
