If I had to guess from their relationship with Blizzard I'm guessing they are going to run Destiny 2's online services in China.

This is more for shareholders. Money first, consequences later.
I'm not really sure what consequences you're worried about, as they said themselves, this will have no bearing on us. They already run the online services for almost every online Blizzard game out in China and nobody knew about it.
