I have no idea why it being Solar, specifically, should mean anything in particular over simply elemental at all.

Or why Six Dreg Pride is itself more special than any other PoE gun.

Edit: Maybe it can just only come in Solar? I don't really know how the II weapons work.

Because there are no other potential solar hand canons besides Six Dreg and Jewel, and Six Dreg is a lot rarer.
