What makes you think that?

They mentioned in the announcement post (or maybe it was the BWU?) that they would give out more Silver later this year. I'm obviously making an assumption, but I would imagine from time to time (maybe even just once a year) they will give a small amount of Silver to everyone that's actively playing.
